Browser-focused keyboard shortcuts should usually pass through to Edge. Shell-focused shortcuts may be handled by ZigShell. tmux prefix sequences must remain tmux-owned.
Do not add Ctrl+Alt shortcuts. On the user keyboard, Ctrl+Alt is AltGr.
